The fund is used for mainly sexual harassments cases but is also used for discrimination. The payment is made by the Department of Treasury. When settlements are reached, the money is kept secret. This money is also excluded from budgeting. This keeps the American public in the dark about who was the guilty party and how much money the tax payers spent on just one the secret slush funds our government controls.
