DEFINITION
A proxy vote in Congress is illegal. In Corporations and LLCs, it is the authority to represent someone else, especially in voting at corporation meetings and director meetings. A voter authorized to act on behalf of another voter. A proxy is also a document authorizing a voter to represent another voter. A ballot cast by one person oh behalf of another person who could not attend a corporation meeting.
Article I Section 5 Clause 1 states, “a Majority… shall constitute a Quorum to do Business.” This means that members of Congress have to actually be present for Congress to pass legislation. COVID 19. Congress has never faced an emergency so great that it suspended the Constitution.
