IRS Hires Collection Agency in New York
IncSmart New York (Small Business and Startups) - The IRS hiring four private collection agencies collect overdue payments who owe money to the federal government.  The Internal Revenue Service hired four companies, CBE Group, ConServe, Performant and Pioneer Credit Recovery.  Pioneer Credit Recovery is based in Wyoming County New York.  Pioneer Credit Recovery employs more than 1,000  people and will be adding 300 more with the IRS contract.  Pioneer Credit Recovery, Inc. is a wholly owned subsidiary of Navient Corporation.  Navient is publicly traded on the NASDAQ (NASDAQ: NAVI).

Congress passed a law in 2015.  This law was a $305 billion highway funding bill.  The part of the law was buried in that funding bill and it orders the I.R.S. to outsource some of its delinquent debt. The collection agencies will work on commission, earning up to 25 percent of the debt they collect.
