The Safety Act limits a companies liability from a terrorist attack if it developed or deployed security technologies or services certified by the Department of Homeland Security. MGM is the first company to use the Safety Act after the attack on America on 9/11. The Safety Act limits and can eliminate a companies liability from a terrorist attack. The Department of Homeland Security is responsible of the certification. Certification can take longer than a year. DHS has yet to act on the decision to call the attack in Las Vegas, a terrorist attack.
